No, you can’t cancel a reservation. When a guest makes a booking, their reservation is confirmed immediately.
If a guest contacts you to cancel their booking, you can recommend they do this through their confirmation email or Booking.com profile. Guests can find this link on their confirmation.
If the booking must be cancelled by the host for any reason the host is required to find and pay for alternate accommodations for the guest.
If the guest didn't show up, treat the reservation the same as if they would have checked in: charge the payment and leave the rental alone until their reservation is over.
